Government plans to increase the number of non-regular workers who are converted to regular ones and spread the atmosphere to private firms

 

On 17 February, the Ministry of Employment & Labor (MOEL), the Ministry of Strategy & Finance (MOSF), the Ministry of the Interior (MOI), and the Ministry of Education (MOE) participated in a task force meeting where the government announced its “Plans to Improve Non-regular Employment in the Public Sector (Conversion in 2 Stages)”.

The plans include converting the employment status of 15,000 non-regular workers responsible for constant and continuous work to regular employment (with open-ended contracts) in the public sector by 2017*.

*10,000 to regular employment in 2016 / 5,000 to regular employment in 2017

In particular, the government will restrict the use of non-regular workers in the public sector at a certain rate within a quota and reflect whether they comply or not in management evaluations to encourage more regular employment at public institutions. The government will also strengthen labor inspections of non-regular employment and prepare a wage guidebook for workers with open-ended employment contracts.
